Access to housing in Portugal is becoming more difficult, especially in the major urban centres of Lisbon, Porto and Faro, as well as along the coast, where demand places greater pressure on supply. But Portugal is a country of contrasts when it comes to house prices. This is because those who look for a home in the interior will find much lower prices. This is what the latest analysis from idealista, Portugal’s real estate Marketplace, reveals regarding the 20 cheapest municipalities to buy a house in Portugal.

In first place is Pampilhosa da Serra, in the district of Coimbra, where the median cost of housing stands at 494 euros per square metre (euros/m2) in the third quarter of 2025. This is, therefore, the cheapest municipality of all for buying a home, where a 100-square-metre (m2) house can cost less than 50,000 euros.

The ranking of the five cheapest municipalities to buy a house is completed by Penamacor, in the district of Castelo Branco (496 euros/m2), Nisa, in Portalegre (498 euros/m2), Góis, in Coimbra (506 euros/m2) and Sabugal, in Guarda (514 euros/m2).

With housing for sale costing less than 650 euros/m2 in the summer of 2025, the list also includes Penacova, in Coimbra (543 euros/m2), Melgaço, in Viana do Castelo (549 euros/m2), Gouveia, in Guarda (582 euros/m2), Mogadouro, in Bragança (600 euros/m2), Miranda do Corvo, in Coimbra (605 euros/m2), Celorico da Beira, in Guarda (607 euros/m2), Idanha-a-Nova, in Castelo Branco (624 euros/m2) and Mação, in Santarém (648 euros/m2).

It is also possible to acquire a 100 m2 home for less than 70,000 euros in municipalities such as Fronteira, in Portalegre (666 euros/m2), Torre de Moncorvo, in Bragança (679 euros/m2), Figueiró dos Vinhos, in Leiria (680 euros/m2), Nelas, in Viseu (686 euros/m2), Castanheira de Pêra, in Leiria (692 euros/m2) and Oleiros, in Castelo Branco (698 euros/m2).

In the last position of this ranking is the municipality of Seia, in Guarda, where buying a house has a median cost of 717 euros/m2, according to the idealista analysis of data relating to the third quarter of 2025.

Coimbra and Guarda are the districts with the highest number of municipalities — four each — included in this ranking of the 20 cheapest places to buy a home. In the case of Coimbra, the municipalities highlighted are Pampilhosa da Serra, Góis, Penacova and Miranda do Corvo. And in the district of Guarda, the municipalities included are Sabugal, Gouveia, Celorico da Beira and Seia.

The most expensive municipalities to buy a house in Portugal

The idealista analysis also identified the seven most exclusive locations to buy a home in the country, where prices are significantly higher.

Lisbon is at the top of the list, with the median price per square metre at 5,886 euros, making it the most expensive municipality in Portugal, according to the same data for the three months ending September.

The list of the seven most expensive municipalities to buy a house in Portugal continues with Cascais (5,510 euros/m2), Loulé (4,569 euros/m2), Lagos (4,410 euros/m2), Oeiras (4,320 euros/m2), Funchal (3,907 euros/m2) and Albufeira (3,870 euros/m2).
