Housing and Strengthening the Political Role of the Lisbon Metropolitan Area
The new executive committee of the Lisbon Metropolitan Area (AML) has defined housing, mobility, and waste management as priorities for the 2025-2029 term. The new first secretary, Emanuel Costa, stated that the AML needs to assume a more active role with greater political powers, arguing that many problems cannot be solved solely at the municipal level.

The entity wants to strengthen its strategic decision-making capacity and negotiate with the central government for increased powers.

Waste Management and Housing as Regional Emergencies
In the area of ​​waste, the AML intends to move forward with the creation of a metropolitan company dedicated to the management and energy recovery of waste, with the aim of finding more efficient solutions for treatment and reuse.

In housing, the priority is to accelerate the execution of investments from the Recovery and Resilience Plan (PRR) to address housing needs in the region. By the end of June, approximately 20,000 units are expected to be delivered, of which 3,000 are under new construction, and a metropolitan housing charter is being prepared to align municipal policies.

Mobility, social cohesion, and new metropolitan instruments
Mobility is another central axis of the new mandate, with the strengthening of public transport supply and better coordination between operators. AML wants to evaluate new competences in this area, encompassing municipal, intermunicipal, and metropolitan modes and operators.

In social cohesion, the creation of a metropolitan social intervention platform is planned to integrate support programs for the homeless and migrants, in coordination with Social Security, extending the reception and reintegration network beyond Lisbon. The new executive committee took office in January, with Emanuel Costa as first secretary, and also includes four metropolitan executive secretaries.
